Did a former Makati city official personally benefit from the congressional dev't fund of VP Binay's daughter?

Sen.Trillanes leveled a new allegation against Makati Rep.Abigail Binay, saying she issued 15 checks from her PDAF in the name of Ryan Barcelo, the former OIC of the MSWD.

In a Senate hearing, Trillanes pressed Barcelo to explain why the checks were issued in his name instead of the Makati city gov't.
 Trillanes made the revelation as Barcelo defended Makati's BLU Card program for senior citizens from allegations of ghost beneficiaries.

“Kahit gaano mo paikutin, that's called malversation kasi nakapangalan sa iyo,” Trillanes told Barcelo. Barcelo explained he was the special disbursing officer of the city government.

“The office of Congresswoman Binay had programs for medical and financial assistance. The social welfare department is the way to give that. I am not aware if that was for PDAF or not but there was an assistance given,” Barcelo said.

Trillanes and Senator Alan Peter Cayetano grilled Barcelo on whether he knew the checks were from Binay's PDAF and if he encashed the check, but the official could not recall, drawing jeers from the gallery.

In the first part of the hearing, Barcelo maintained his department had a “tight screening process” for the BLU Card program. He said the department asked senior citizens to submit documents before they could avail themselves of cash gifts, burial assistance, and a free birthday cake.

Barcelo condeded though that the department relies on reports from “the grassroots” before it verifies the death of beneficiaries, and removes them from the list.

Yet the discussion turned to Congresswoman Binay when Trillanes asked him if he got checks from her PDAF.Known as the pork barrel, the PDAF has become associated with corruption since a corruption scam was exposed in 2013.

Ang anak ng Vice President (na Sinungaling at Magnanakaw) na si Cong. Abegail "Bulate" Binay, ay nagbigay ng 15 checke sa isang opisyal ng Makati para sa"financial assistance". Imbis na ilagay sa pangalan ng ahensya kaya kaduda-duda yung ginawa ng Congresswoman.

Ang nakapagtaka pa, bakit bibigyan pa ng "financial assistance" ang lungsod ng Makati. Halos sobra-sobra na ang pera nila para sa lahat ng proyekto. Hindi kaya "ghost project" din ang ginawa? Kung ganun man ang nangyari, hindi nakakapagtaka, sapagkat kanino pa ba magmamana ang mga anak kungdi sa ama. Kung MAGNANAKAW ang ama, pwedeng maging MAGNANAKAW din ang anak, ano man ang estado sa gobyerno.

Ngunit hindi naman ito magagawa ng anak kung hindi tutulungan ng ama na sanay sa katiwalian. Hindi yan maglalakas loob gawin kung hindi susuportahan ng ama, Vice President ba nmn ang tatay.

Wala talaga akong masabi sa Pamilyang ito. Lahat MAGNANAKAW, sa ama, sa ina, sa anak na lalake at sa anak na babae. Talagang Happy Family.
